
DIGITAL OMNIBUS
The EU Digital Omnibus on AI (COM(2025) 836) is a legislative proposal published by the European Commission on 19 November 2025, amending the EU AI Act. It is meant to simplify the implementation of the AI Act and reduce the regulatory burden on organisations, in particular SMEs and mid-cap companies. The Council of the EU adopted its negotiating position on 13 March 2026, and the European Parliament’s IMCO and LIBE committees adopted their joint report on 18 March 2026 by 101 votes in favour, 9 against and 8 abstentions. Trilogue negotiations between the Parliament, the Council, and the Commission are now expected to begin in April 2026, with the Cypriot Presidency aiming for an agreed text by May 2026 — before the AI Act’s general application date of 2 August 2026.
