Researchers from the HARNESS Network have published D1.1 – Atlas of AI and Data Regulatory Frameworks, a new deliverable from the project. HARNESS is a Marie Skłodowska-Curie Doctoral Network funded by the European Commission, bringing together PhD candidates in law, computer science, ethics, and linguistics to study AI and data-intensive technologies.

The Atlas examines EU regulatory instruments governing AI and data through two central questions: how coherent and legally certain is the allocation of actors’ roles, rights, and obligations across overlapping regulations, and how well this regulatory framework aligns with the technical architectures and market structures of AI and data-intensive technologies.

The atlas includes two appendices: one mapping the interactions among the selected instruments, illustrating that the AI Act operates within a much broader, interconnected regulatory framework rather than in isolation, and another offering a structured comparative overview of each instrument’s regulatory goals, key actors, obligations, rights, and deterrence mechanisms.

This first version of the Atlas is intended as a foundation for further work within the project.
